{"id":1295,"date":"2013-02-25T13:34:05","date_gmt":"2013-02-25T13:34:05","guid":{"rendered":"http:\/\/www.vote.org\/?page_id=1295"},"modified":"2017-12-01T19:08:37","modified_gmt":"2017-12-01T19:08:37","slug":"the-national-initiative-for-democracy","status":"publish","type":"page","link":"https:\/\/www.evanravitz.com\/vote\/","title":{"rendered":"The National Initiative for Democracy"},"content":{"rendered":"<h3>A &#8220;PLAN B&#8221; WHEN CONGRESS DOESN&#8217;T REPRESENT<\/h3>\n<p><strong><em>NOTE: Sen.Gravel&#8217;s project (below) has stalled, but you<\/em><\/strong><strong><em>\u00a0can<\/em><\/strong><strong><em>\u00a0subscribe to our\u00a0occasional\u00a0news, upper right. \u00a0There&#8217;s lots of good information on direct democracy below, and much more in my article <a href=\"http:\/\/m.dailykos.com\/stories\/1508657\">Why Bernie Sanders Should Put Direct Democracy at the Top of our Agenda<\/a> \u00a0Gravel&#8217;s way of getting National Ballot Initiatives is still valid -and ANYONE could try it:<\/em><\/strong><\/p>\n<p><strong>How we&#8217;re getting Better and NATIONAL Ballot Initiatives<\/strong><br \/>\n<img decoding=\"async\" style=\"float: left; margin: 8px 12px 12px 0;\" src=\"\/vote\/wp-content\/uploads\/gravel2.jpg\" alt=\"\" width=\"100\" \/><br \/>\nLed by former US Senator <a title=\"Gravel's Senate career\" href=\"gravel\">Mike Gravel<\/a>, the National Initiative empowers us to check and balance representatives, similar to <a title=\"Examples of initiatives\" href=\"initiatives\">ballot initiatives<\/a> in 24 States, but at all levels from local to national and with major improvements. It gives us a &#8220;Plan B&#8221; whenever representatives don&#8217;t represent us. (Do perpetual wars and debt, domestic spying and bailouts for criminals represent you??) Direct democracy like this is both a strategy and a goal of the Occupy and other movements worldwide.<\/p>\n<p>People tried to get this power from Congress, both in 1907 and 1977, with no success. Gravel adopted the Founders&#8217; solution: rather than beg the existing 13 Legislatures to ratify the Constitution, <strong>the Founders had delegates of The People ratify the Constitution at the Constitutional Conventions.<\/strong> James Madison said <cite>&#8220;The people were in fact, the fountain of all power, and by resorting to them, all difficulties were got over.&#8221;\u00a0<\/cite>(His 2nd response in the <a title=\"James Madison's report of the 1787 Federal Convention\" href=\"http:\/\/avalon.law.yale.edu\/18th_century\/debates_831.asp\" target=\"_blank\">1787 Debate<\/a>)<\/p>\n<p><strong>For 10 years, from 2002 until 2012, Gravel \u00a0resorted to <i>you<\/i> to read and vote to ratify the National Initiative, but never got enough attention and votes<\/strong>, to make real the promise of &#8220;government by the people.&#8221; The National Initiative consists of the brief <a title=\"Text of the Democracy Amendment\" href=\"\/amendment\/\" target=\"_blank\">Democracy Amendment<\/a> and the more detailed <a title=\"Democracy Act\" href=\"http:\/\/www.evanravitz.com\/vote\/act\/\" target=\"_blank\">Democracy Act<\/a>.<\/p>\n<h3>Real Leaders Agree<\/h3>\n<p><img decoding=\"async\" style=\"float: right; margin: 0 0 12px 12px;\" src=\"\/vote\/wp-content\/uploads\/Washington.jpg\" alt=\"\" \/><\/p>\n<ul>\n<li><strong>The Founders would agree!<\/strong> George Washington said <cite>&#8220;The basis of our political systems is the right of the people to make <b>and to alter<\/b> their constitutions of government.&#8221;<\/cite> <a title=\"Founders Quotes\" href=\"http:\/\/www.evanravitz.com\/vote\/quotes\/\">More Founders&#8217; quotes.<\/a><\/li>\n<li><b>America&#8217;s best Constitutional expert agrees.<\/b> As Yale&#8217;s <a title=\"Amar was on all the TV networks during the 2000 Presidential debacle\" href=\"http:\/\/www.law.yale.edu\/faculty\/amarbiography.htm\" target=\"_blank\">Akil Reed Amar<\/a> says in<br \/>\n<a href=\"http:\/\/old.ni4d.us\/library\/amarpaper.pdf\" target=\"_blank\"> Popular Sovereignty and Constitutional Amendment<\/a> &#8220;We the People of the United\u00a0States have a legal right to alter our government&#8211;to amend our Constitution&#8211;via a\u00a0majoritarian and populist mechanism akin to a national referendum, even though that mechanism is not explicitly specified in Article V.&#8221;<\/li>\n<li><strong>Our endorsers\u00a0agree:<\/strong> <a title=\"Endorsers of the National Initiative\" href=\"http:\/\/www.evanravitz.com\/vote\/endorsers\/\">Patch Adams to Howard Zinn<\/a> &#8220;Participation, that&#8217;s what&#8217;s going to save the human race.&#8221; -Pete Seeger<\/li>\n<li><strong>The Economist Magazine agrees:<\/strong> <a href=\"economist\">in 17articles<\/a>!<\/li>\n<\/ul>\n<p>This <b>vote<\/b> is no poll. It&#8217;s as legal as the conventions which ratified the Constitution. Senator Gravel keeps your email, registered address, etc., with your vote so it can be verified, but will share this data ONLY with the government when ratification is complete: when more than half the people who voted in the previous Presidential election <b>vote<\/b> for the Initiative. You can change your <b>vote<\/b> at any time until then. This will take several years.<\/p>\n<h3>Why ballot initiatives?<\/h3>\n<p>&nbsp;<\/p>\n<ul>\n<li><strong>Initiatives put the people in the drivers seat<\/strong>. Responsibility brings more responsible people: more people vote in States with initiatives. In <a href=\"http:\/\/www.evanravitz.com\/vote\/fossedal\">Switzerland<\/a>, national initiatives since 1891 result in the highest newspaper readership in the world. The mental health benefits are incalculable.<\/li>\n<li><strong>US states with much initiative use are happier<\/strong>, <a href=\"http:\/\/Http:\/\/goo.gl\/0Lv0FE\" target=\"_blank\">new research shows!<\/a><\/li>\n<li><strong>Initiatives are competition for legislators.<\/strong> The National Initiative will break the monopoly Congress has on national legislative power.<\/li>\n<li><strong>People are less swayed by money than representatives are.<\/strong> <a title=\"Grassroots ballot initiatives do better at the polls than big-money initiatives\" href=\"http:\/\/www.evanravitz.com\/vote\/study\/\">This study and book<\/a> show that people favor &#8220;grassroots&#8221; initiatives over &#8220;big money&#8221; initiatives while the <a title=\"Surprised?!\" href=\"http:\/\/www.masschc.org\/story_action.php?id=76\" target=\"_blank\">Associated Press<\/a> shows Congress usually votes the way big money wants. Buying Congress is the world&#8217;s best investment, paying off at 1000 to 1 or more. See what jailed lobbyist\/bribesman Jack Abramoff says in this <a href=\"http:\/\/www.washingtonpost.com\/wp-dyn\/content\/article\/2005\/04\/30\/AR2005043000783.html\" target=\"_blank\">Washington Post<\/a> article (3rd paragraph).<\/li>\n<li><strong>&#8220;No one misunderstands the public as much as its representatives.&#8221;<\/strong> See this <a href=\"\/vote\/bubble\">study<\/a> from the U. of Maryland<img decoding=\"async\" style=\"float: right; margin: 0 0 12px 12px;\" src=\"\/vote\/wp-content\/uploads\/Jefferson.jpg\" alt=\"\" \/><\/li>\n<li><strong>When legislators make mistakes they cover them up<\/strong> &#8211;to protect their careers. Citizens lack the coverup incentive but have incentive to fix mistakes: regular people suffer more than the privileged. Thomas Jefferson said <cite>&#8220;The will of the majority is the natural law of every society and the only sure guardian of the rights of man; though this may err, yet its errors are honest, solitary and short-lived.&#8221;<\/cite><\/li>\n<li><strong>Large, diverse groups of independent people make better decisions<\/strong>. The award-winning book <a href=\"http:\/\/www.amazon.com\/gp\/redirect.html?ie=UTF8&amp;location=http%3A%2F%2Fwww.amazon.com%2FWisdom-Crowds-James-Surowiecki%2Fdp%2F0385721706%3Fie%3DUTF8%26s%3Dbooks%26qid%3D1176089421%26sr%3D8-1&amp;tag=takthemocouto-20&amp;linkCode=ur2&amp;camp=1789&amp;creative=9325\">The Wisdom of Crowds<\/a><img loading=\"lazy\" decoding=\"async\" style=\"border: none !important; margin: 0px !important;\" title=\"by New Yorker Magazine financial columnist James Surowiecki\" src=\"http:\/\/www.assoc-amazon.com\/e\/ir?t=takthemocouto-20&amp;l=ur2&amp;o=1\" alt=\"\" width=\"1\" height=\"1\" border=\"0\" \/> shows how and why.<\/li>\n<li><strong>Even animals practice democracy!<\/strong><a title=\"Alpha males get the girl, but they DON'T rule!\" href=\"http:\/\/query.nytimes.com\/gst\/fullpage.html?res=9A06E3DC1531F937A25752C0A9659C8B63\" target=\"_blank\"> NY Times article<\/a><\/li>\n<\/ul>\n<h3>Excellent documentary on direct democracy:<\/h3>\n<p><iframe loading=\"lazy\" title=\"It&#039;s Time We Talked - full movie\" width=\"584\" height=\"438\" src=\"https:\/\/www.youtube.com\/embed\/1fwXnjnhgIk?feature=oembed\" frameborder=\"0\" allow=\"accelerometer; autoplay; clipboard-write; encrypted-media; gyroscope; picture-in-picture; web-share\" referrerpolicy=\"strict-origin-when-cross-origin\" allowfullscreen><\/iframe><\/p>\n<h3>Improvements<\/h3>\n<p><strong>The National Initiative makes these improvements over state ballot initiatives<\/strong><br \/>\nbased on a <a title=\"From the National Conference of State Legislatures\" href=\"http:\/\/www.ncsl.org\/programs\/legismgt\/elect\/dbintro.htm\" target=\"_blank\">century of state initiatives<\/a> and <a title=\"Swiss info in French, German &amp; Italian\" href=\"http:\/\/www.admin.ch\/ch\/f\/pore\/va\/liste.html\" target=\"_blank\">160 years of Swiss initiatives<\/a>:<\/p>\n<ul>\n<li><b>More deliberation:<\/b> Randomly-selected &#8220;Deliberative Committees&#8221; would hold hearings, take expert testimony, and negotiate amendments. Their reports would be disseminated by all media. Oregon is now using the similar <a href=\"http:\/\/healthydemocracyoregon.org\/node\/125\" target=\"_blank\">Citizen Initiative Review<\/a><\/li>\n<li><b>Easier:<\/b> Initiatives could qualify by poll, as well as by petition: if a majority polled want to vote on an initiative, they get to.<\/li>\n<li><b>Less influence of money<\/b>, by allowing only individual contributions to initiative campaigns. No corporate or union donations.
